नई दिल्ली: वित्त मंत्री निर्मला सीतारमण ने बजट 2021 में घोषणा की कि भविष्य निधि यानी पीएफ में प्रति वर्ष 2.5 लाख रुपए से अधिक जमा करने पर मिलने वाले ब्याज पर टैक्स लगाया जाएगा। यह नियम 1 अप्रैल से लागू हो जाएगा। पीएफ फंड में 2.5 लाख रुपए तक का सालाना जमा करने पर मिलने वाले ब्याज पर टैक्स नहीं लगेगा यानी टैक्स छूट है। अगर उससे अधिक राशि जमा करते हैं तो उस मिलने वाले ब्याज पर टैक्स चुकाना होगा।
गौर हो कि हर महीने, कर्मचारी के मूल वेतन और परफोर्मेंस मजदूरी का कम से कम 12% पीएफ में अनिवार्य रूप से काटा जाता है, जबकि नियोक्ता भी 12% का योगदान देता है। इस टैक्सेशन के जरिये सरकार पीएफ खातों में अधिक योगदान करने वाले उच्च आय वालों को रोकना चाहती है।
व्यय सचिव टी वी सोमनाथन ने पहले कहा था कि वास्तव में 2.5 लाख रुपए से अधिक का योगदान देने वाले लोगों की संख्या ईपीएफ में योगदानकर्ताओं की कुल संख्या का 1 प्रतिशत से कम है। सीतारमण ने अपने बजट भाषण में कहा कि उच्च आय वाले कर्मचारियों द्वारा अर्जित आय के लिए टैक्स छूट को युक्तिसंगत बनाने के लिए, कर्मचारियों को विभिन्न भविष्य निधि में दिए गए ब्याज आय के लिए टैक्स छूट को 2.5 लाख रुपए के सालाना योगदान के लिए प्रतिबंधित करना प्रस्तावित है।
यह कदम ज्यादातर उच्च-आय वाले और उच्च नेट-मूल्य वाले व्यक्तियों को प्रभावित करेगा। मौजूदा टैक्स प्रावधानों के तहत, कर्मचारी भविष्य निधि से प्राप्त या अर्जित ब्याज पर टैक्स से छूट प्राप्त है। नए नियम संभावित रूप से उच्च आय वर्ग के कर्मचारियों या बड़े स्वैच्छिक कर्मचारी भविष्य निधि योगदान करने वाले कर्मचारियों को प्रभावित करेंगे।
याद रखें कि नया प्रावधान केवल कर्मचारियों के योगदान को ध्यान में रखता है और किसी भी वर्ष के दौरान फंड में कुल योगदान को नहीं। वित्त मंत्री ने कहा कि बड़े टिकट का पैसा जो फंड में आता है और टैक्स बेनिफिट के साथ ही 8% रिटर्न के बारे में भी बताया जाता है।
उच्च आय वाले कर्मचारियों के अलावा, मूल वेतन का 12% से अधिक निवेश करने के लिए स्वैच्छिक भविष्य निधि का उपयोग करने वाले वेतनभोगी कर्मचारी भी प्रभावित होंगे। बड़ा टैक्स फ्री ब्याज जो कि निकासी पर टैक्स नहीं है, अब तर्कसंगत बनाया जा रहा है और ज्यादातर उच्च आय वर्ग में उन पर प्रभाव डालेगा। गणना की विधि बाद में निर्दिष्ट की जाएगी क्योंकि टैक्सेशन डिटेल अभी तक सरकार द्वारा शेयर नहीं किया गया है।
इस बीच, सरकार की पेंशन योजना के करीब 4 मिलियन कर्मचारी भविष्य निधि के सब्सक्राइबर को 2019-20 के लिए भुगतान की घोषणा करने के सरकार के डेढ़ महीने के बाद भी ब्याज भुगतान प्राप्त करना बाकी है। केवाईसी के बेमेल या नियोक्ता के अंत में कर्मचारियों की पहचान के कारण देरी हुई। कर्मचारी भविष्य निधि संगठन (EPFO) के क्षेत्र कार्यालय नियोक्ताओं तक पहुंच रहे हैं।
