सरकार ने सोशल मीडिया और ओटीटी प्लेटफॉर्म को लेकर जारी की गाइडलाइन्स, जाने कब से होगी लागू

नई दिल्ली I सोशल मीडिया और ओवर द टॉप (ओटीटी) प्लेटफॉर्म की मनमानी पर लगाम लगाने की दिशा में सरकार ने निर्णायक कदम उठा लिया है। नियमावली के लागू होने से तमाम सोशल मीडिया कंपनियां भारतीय कानूनों के दायरे में आ जाएंगी। इसके विभिन्न नियमों से जुड़ी जानकारियों को ऐसे समझें…

कब से लागू होंगी नई नियमावली?
सरकार इसके लिए जल्द गजट नोटिफिकेशन निकालेगी इसके बाद कंपनी को व्यवस्था बनाने के लिए 3 महीने दिए जाएंगे यह समय पूरा होते ही नहीं आ वाली लागू हो जाएगी।

शिकायत सुनने वाले का नाम बताना होगा 
सोशल मीडिया कंपनी को शिकायतें सुनने की व्यवस्था बनानी होगी। शिकायत सुन रहे अधिकारी का नाम व संपर्क शिकायतकर्ता यूजर पीड़ित को देना होगा, जो 24 घंटे पुष्टि करेगा और 15 दिन में शिकायत का समाधान करेगा।

धमकाने वाले को कैसे पहचानेंगे?
महिलाओं को दुष्कर्म की धमकी देने वालों और देश की अखंडता संप्रभुता पर झूठे व अभिभावक संदेश शुरू करने वालों को पकड़ने के लिए बड़े प्लेटफार्म वाली कंपनियों को व्यवस्था बनानी होगी 5 साल से अधिक की सजा वाले बाल व महिला यौन शोषण से जुड़े अपराधों के आरोपियों को पकड़ने में मदद मिलेगी।

सभी सोशल मीडिया के लिए समान नियम?
नहीं। सरकार इन्हें श्रेणियों में बांटने जा रही है। रविशंकर के अनुसार संभव है 50 लाख से अधिक यूजर वालों को बड़े प्लेटफार्म और बाकी को सामान्य श्रेणी में रखा जाए। बड़े प्लेटफार्म को क्षेत्र अनुपालन अधिकारी, नोडल संपर्क व्यक्तियों और क्षेत्रीय अधिकारी भारत में तैनात करने होंगे। हर महीने रिपोर्ट देकर बताएंगे कि उन्हें कैसी व कितनी शिकायतें मिली और क्या कार्रवाई हुई? भारत में स्थायी पता व फोन नंबर भी बताना होगा।

नहीं मान रही थीं कंपनियां
रविशंकर प्रसाद ने कहा, जब एक मां कहती है कि उनकी बेटी को वह दिखाया जा रहा है, जो उसकी उम्र के लिए उपयुक्त नहीं है, तो सरकार चुप नहीं बैठ सकती। गाइडलाइन इसी का जवाब है। कई आम नागरिक व हस्तियां चिंता जता चुके थे। देश में 40 ओटीटी प्लेटफार्म हैं। उन्हें खुद संयमित सामग्री जारी करने के लिए कहा गया। लेकिन इसका असर न होता देख गाइडलाइन लानी पड़ी।

कैपिटल हिल, लालकिला हिंसा में फर्क क्यों?
रविशंकर ने कहा कि भारत में सभी सोशल मीडिया का स्वागत है, वे यहां फले-फूलें, लेकिन दोहरी नीति न बनाएं। अमेरिका में कैपिटल हिल हिंसा के बाद सोशल मीडिया के उपराष्ट्रपति तक पर कार्रवाई करता है। लेकिन भारत की पहचान में शामिल लाल किले पर हिंसा के बाद वैसी सख्ती नहीं दिखाता। यह स्वीकार नहीं होगा।

बिना बताए यूजर पर कार्रवाई नहीं की जा सकेगी
अगर सोशल मीडिया कंपनी किसी यूजर द्वारा साझा की जानकारी रोकती या हटाती है, तो इसकी वजह बताते हुए यूजर को पहले से जानकारी देनी होगी। यूजर को इस कार्रवाई का विरोध करने का अवसर देना होगा।

प्रयोगकर्ता का सत्यापन
सोशल मीडिया कंपनियों को यूजर्स रजिस्ट्रेशन प्लेटफार्म बनाना होगा। फोन नंबर से वेरिफिकेशन होगा। इससे पता चलेगा कि कोई खास पोस्ट या ट्वीट भारत से हुई या पाकिस्तान से। अगर वे ऐसा नहीं करती हैं, तो सरकार कदम उठाएगी। सभी यूजर चाहे तो खुद ही अकाउंट वेरीफाई करवा सकेंगे। वेरीफाई अकाउंट के साथ मार्क लगा कर इसकी पुष्टि करनी होगी।
